If Cosmetic Surgery Has a Working Market, Why Can’t Medical Care?

Consumers of health care don't have incentives to monitor prices or to be cost-conscious about medical and hospital services when they pay only about 10% of the costs themselves. This is not the case for elective cosmetic surgery.
