Ethernet Network Connection to Instrument IP & Internet IP

To perform an experiment, an ethernet connection from an instrument and an ethernet connection for the internet needs to be established on a ThinkPad R500 laptop with Debian 10 xfce4.
The laptop has dual boot Linux/Win7.
Pinging the instrument IP address from the Linux partition
does not give any answer but it works from the Windows 7 partition.
The instrument is connected to the ethernet wall plug and the laptop is connected to another ethernet wall plug in the same lab.
The laptop needs to be able to see the instrument IP as well as the internet ethernet connection.
The internet for remote control of the instrument and with ethernet cable because we are unsuccessful to get the Debian WIFI to work on the ThinkPad laptop.
Any help to establish this instrument/internet IP connection is very appreciated.
