17HMR Question

I currently have one and love it. My question is why is the bullet grain maxed out at 20 grains? I tried looking up a few articles to read why that is, but they all just said it maxes out at 20. I am not a bullet- smith or understand bullet making. I would assume it has something to do with bullet restriction on material and head space.

TL:DR Why is 17hmr stuck at 20-grain bullets?
