Linux Mint Cinnamon workspaces

I'm trying to change the number of workspaces when the system boots up from the default of 2. After logging in there are a number of ways of adding workspaces and with dconf-editor it's even possible to set the "default" number of workspaces to a different value. But no matter what I've tried, when I reboot the system and log in I get two workspaces.
