City still expects provincial funding for kitchen scrap composting

The city is still planning a new facility to compost organic kitchen scraps as well as yard waste, and still expecting a $7.4 million provincial grant toward it, even though the money is coming from the cap and trade program that new Premier Doug Ford's government has begun winding down.
