Mississauga resident says dog-walker was handling 16 dogs alone, and her dogs 'packed and surrounded' his small dog

Residents complained about dog-walkers at leash-free dog parks that seem to violating by-laws by handling as many as 17 dogs alone and transporting those dogs without crates. This is important because the Mississauga by-law states a dog-walker cannot have more than eight dogs at a time and they must be transported safely in crates, making the situation dangerous to the dogs being transported and others at the leash-free park.
