update to 4.15.0-62-generic system folder empty

did apt-get update and apt-get upgrade for Ubuntu 18.04 and cannot start Ubuntu. Able to crawl back into an older kernel 4.15.0-45-generic but that's an old install.
Can drop into a root shell for Ubuntu 18.04 kernel 4.15.0.62 where all the problems reside.
First issue: cannot get internet connectivity in 4.15.0.62 but can in 4.15.0-45 when in root shells.
Believe I need assistance in getting connectivity while in root shell.
List of boot up errors are mostly about network connectivity. Also cups service, whoopsie. Disabling all those services via systemctl does not help.
This is a dual boot system, lvm with encrypted drive.
