Panhandlers are 'preying on the generosity of Burlington,' says councillor

Lisa Kearns, who represents Ward 2, says community members are concerned because the panhandlers seem to follow an "almost shift-like" pattern that includes rides to and from the spots where they ask for money and rotating roadside locations.
