Linux OS on USB making me able to connect to it and install other OS on remote PC which is totally empty

Hi.
I wonder if there is a thing that I can use on a thumb drive, boot on that and by this be able
to connect to the remote computer that is totally new and have no OS at all.
It would be so nice if I could help her out this weekend so any idea at all is good :)
The person I want to help is a long way from me and she never installed anything ever so I want
to help with all this.
The only bad part is that it's not Linux that's gonna be installed, but I can't do anything about that.
Something like this just gotta be existing but I have no clue what name to search for and how good it might be.
