Kernel updates in 19.2: Nothing in changelog so why update?

The need for kernel updates and reboots once a week on average is getting very old. I wouldn't mind so much if there was documentation in the changelog section of Mint Update saying exactly why this is necessary. Unfortunately, there is always no data available, and I'm expected to update and reboot on a pretty constant basis with no documentation.

Mint was one of only a few distros that didn't update the kernel by default (Slackware was another) until 19 came out. An update every month or so would be fine, but this is ridiculous.
