Dual-booting Surface Pro 3 won't boot to USB

I've got it running Windows 10 and Ubuntu. I followed the pretty generic Ubuntu tutorial I've found in a few spots and had no issues with the install. It took a bit longer to realise I had to unlock the bitlocker to boot back to Windows.
Now I'm wanting to swap the entire thing over to Manjaro, or if that's not an option, at least the Ubuntu half. The problem is, none of my iso USBs I'm making are working. They both work fine on my desktop, but it seems that the Surface just won't boot to USB anymore.
Problem #1) I have no idea why, but there seems to be no way to access most of the UEFI settings (what I'd call BIOS. I'm old and I hate this new-fangled stuff to help people save themselves from their idiocy). It is set to boot to SSD, and I can't change that. I had a wreck of a time figuring how to unlock the bitlocker. I suspect it's got something to do with that.
Problem #2) I was able to use the Windows "recovery" option to boot to a USB on Monday night. Unfortunately, the boot stated that the usb image was corrupt or something of that nature.
Problem #3) (May be related to #1) I can't use the vol down + power to boot to a USB. To be fair, I never tried that when installing Ubuntu. So I can see that whatever is still protecting my poor Surface from "harm" may be still activated. I don't know how to fix that without getting access to my not-BIOS settings.
That's all I can think of at the moment.
So summary:
Can't boot to USB via UEFI.
Can select to boot to USB from Windows, but doesn't work.
Can't figure how to configure Grub to get my boot menu to properly boot to USB. <- This is what I see my current solution to be, and I've been tweaking around with that without success. But, I want to know why Windows won't boot to USB (when it did just about a week ago), and why my UEFI is locked up (which is not for this thread).
