Arch Linux Issues

Hello, first of all excuse my english. I'll try to be as explicit as be possible.
Recently I install Arch Linux in my notebook (fresh install) and I have 2 issues:
First issue, the clock of the system (Local Time) is different from the UTC (3 hs less).
The console result of "timedatectl status" is:
Local time: mar 2019-10-29 15:07:16 -03
Universal time: mar 2019-10-29 18:07:16 UTC
RTC time: mar 2019-10-29 18:07:16
Time zone: America/Buenos_Aires (-03, -0300)
System clock synchronized: no
NTP service: inactive
RTC in local TZ: no
I try with the Arch wiki solutions but doesn't work. In particular:
timedatectl set-local-rtc 0
and reboot.
But it doesn't work.
During the installation I use the command hwclock -w, to set the clock.
I also try with "hwclock --systohc", and reboot. And nothing.
Obviusly this actions were done with sudo.
Second issue. The wifi connection is not working.
The system show the diferent connections availables, but when I try to connect with mine wifi, show the icon of processing, request the pass (modem key), show the icon of processing again, and again request the pass, and over and over.
I will show some information about the connection and the driver. But first I must be said that the wire connection works perfectly.

2. I'm install wpa_supplicant and activate the services, but uninstall it and disable the services.
3. The driver of the wireless is ath9k, the device is a Atheros Qualcomm AR9287.
