Linux Noob Setting up Server

Hi guys, my first post here. I asked this question on askubuntu.com and my question got put on hold for being too broad... I did get 2 responses, with 2 great links (albeit a bit above my head but I'm trying to make my way through it) but my 2 questions weren't exactly answered, the guy said my question is too broad.
I've only been using Linux on my PC for about a year & am a newbie. I am setting up a home server, I have network points all over the house, an unmanned switch & switched my router to modem mode & intend to add another router for WiFi access via the switch.
I have used Windows Server R12 in the past & what I want to do on this network is create user accounts, that can be accessed from any attached device or machine on the network, with being able to restrict each account to certain things, like say block certain websites or restrict installations. Also to be able to push updates & installations through the network. And obviously prevent any unauthorized network access.
There's be a shared file server, print server & hopefully later I'd like to play around with a mail & web server too.
My 2 questions are simple (& I know very basic), will I be able to do all this using Ubuntu Server 18.04.3 LTS? I really want to move away as much as possible from Windows. And also, will it be possible that the machines on the network run either windows or linux, will I be able to add both?
I'm pretty capable & happy to learn new things, but I am super nervous about doing this on a server that has no GUI, but again eager to learn. The feedback I got from askubuntu.com was really disheartening, made me feel like a complete idiot. Thanks in advance for any advice!
