Interesting messaging for Gnome Software

I recently installed Gnome Software on Debian, partly as a test because some people were talking about how Debian's main issue was that it did not have a "nice looking" app store interface.
So, installing Gnome Software gives this to you. But what I have found is that when there are updates available, it gives you a notification - this is quite a nice feature.
What is odd, is that if you click on the notification, it has a button saying "Restart & Install" - not very Linux like? But if you just do apt update and apt upgrade in the terminal, the Gnome Software dialog immediate changes to "All software is up to date" (with a big tick).
I am happy with how it works, but curious as to why Gnome Software wants to restart for every update?
