How do I get the icons into FvwmIconMan?

I'm trying to create a fluxbox-style taskbar in fvwm on OpenBSD by using FvwmButtons. So far I've got 4 buttons for paging and a nice swallowed digital oclock. Between them is a swallowed FvwmIconMan but it doesn't contain any icons. Instead they sit around on the desktop. Here is the relevant part of .fvwmrc
