Steam w/ Proton just doesn't download any files.

I've tried multiple games. For the sake of an example, I'll say Sonic Mania.
I enable Steam Proton for all titles, click INSTALL on a game. The download completes instantly. Unsurprisingly, the game doesn't launch properly. Going to its respective folder, there are no files.
Linux games work fine, so what's going on?
