Cookies and security...

Hi all,
This is a development AND a security question. Seen the urgency, I post it here, in the security section.
In Belgium, the first website has been fined for bad usage og cookies. The fine is not that fine: 15000 E. A lot o' cash...
I use JQuery on my site(s)...so I wondered about them.
The site that had been sentenced, uses the facebook libraries. Obviously, that library "licks" on everything it gets.
How do I know (even by diving INTO the code) if a library uses cookies and what it does with it?
I dont use cookies or tracking on my site(s), but is it possible these libraries do use cookies? Or send info back?
