ssh_exchange_identification: Connection closed by remote host

trying to ssh to Linux server RHEL 7 (64-bit) this is also a VMware server.
Getting error ssh_exchange_identification: Connection closed by remote host.
I can get on console logging in as root
checked hosts.allow and hosts.deny and nothing there.
Have a second issue on the same server. when trying to access /var/log/ and run ls -l getting cannot open directory : input/output error.
