Pear to pear (torrents) applications.

I have a program to download torrents (pear to pear) and it sometimes, when downloading a particular file, places the word "stalled" besides the file name and it no longer downloads. The same happens with other pear to pear applications. What does this word mean? I've looked in wikipedia and in wiktionary but couldn't find the meaning (in the context of IT). And is there a command I can give the program to make it try to go out of that state?
