Is 19.3 a bodge?

I can not recommend anymore Mint unless it is 19.2.
Making websites I recommend 19.2 with Filezilla, Geany and Gimp. The bodge attempt to take it out leaving it in the software manager which has it in prime position then says unavailable. Then somehow changing the repository so you cannot use sudo apt install gimp anymore. Compounds this.
Is there anything new in 19.3 as I have not found anything?
Can anyone suggest how to correct sudo apt install gimp to make it work like it does on all the other distro's.
