fail upgrade Ubuntu 18.04.3 to 19.04

when i make upgrade, it is be fail.my pc doesnt start.
i used ubuntu 18.04.3 LTS. i wanted to upgraded (ubuntu 19.04)
after it is shutdowned, it is not beginned.
When it wasnt started,
i pres alt+ f2
1184 packages can be updated.
0 updates are security updates.
Failed to connect to https://changelogs.ubuntu.com/meta-release. Check your internet connection or proxy settings
at terminal i writed " ifconfig"
it is not failed.
i make what i do, if i format and again install ubuntu.
