Multiple browsers ignore two touchpad/cursor settings on KDE Plasma 5.14.5, Debian 10.2/Testing

I recently installed KDE Plasma 5.14.5 on two devices, a desktop and a laptop, which run Debian Testing and Debian 10.2 respectively. On both, the primary browser is Vivaldi. On the former, Plasma was installed along with Debian while on the latter, Plasma was added to a previous Debian install originally running MATE. The issues discusssed here are not present on the exact same Vivaldi install under MATE, indicating that it is a problem with KDE in some way.
The issue I am experiencing is that Vivaldi 2.10.1745.23 stable (reproducible with Chromium 78.0.3904.108 developer build and Firefox 68.3.0esr, these two only tested on laptop) ignores my settings for the speed of two-finger vertical touchpad scrolling on the laptop and for the cursor theme on both. According to kcm_touchpad, the driver's speed of two-finger vertical scrolling is set to 15 mm, but the browser has it at a different, infuriatingly slow speed, the specific value of which is unclear. On both devices the cursor theme is set to Adwaita and every application I've tried that isn't a browser supports the cursor theme and has functional scrolling except for parts of Audacity.
I mostly care about the scrolling part on Vivaldi; any other fixes would be appreciated but are not terribly important. I looked online with a variety of search phrases and found some people with similar issues, but couldn't find a satisfactory solution for this - the threads I saw just fizzled out without providing fixes, the only thing I was able to find was toggle smooth scrolling, which did nothing in either direction. I also tried disabling and reenabling hardware acceleration with no results, and restarting does nothing.
