Ontario wants more lower-skilled immigrants, but only if they’ll work in manufacturing outside the GTA

As part of an expansion of a previously announced plan to promote immigration to smaller communities, the province released a proposed list of 13 manufacturing job categories that would qualify foreign workers for permanent status in Canada.
