Anyone notice display "scrambling" issues with their Thinkpad's?

I noticed this first in Ubuntu 18.04, thinking it might be a bad gnome integration, I then switched to Kubuntu then to Fedora. All the while, the issue persisted.
I then thought... yeah ok... maybe it is system d, so i disabled it and forced it to run on x... still same issues... so i have migrated back to ubuntu 18.04 and have left system d alone... anyone else get this with their thinkpads?
