N00b query: On editing security file; its empty.... the web server is running

After installing Apache server on Ubuntu 18.04 LTS; on trying to edit the /etc/apache2/conf.d/security file through sudo nano; the file coming up is empty
apache2 -v
Server version: Apache/2.4.29
Server built: 2019-09-16T12:58:48
systemctl status apache2 says active running besides the other host of information
Where I have gone wrong?
