windows don't snap to the corners in Unity on Ubuntu 19.10

hi,
I was using unity-tweak-tool to set desktop corner actions on the corners to make gui windows resize to a quarter of the monitor. This is working in Ubuntu 16.04.
I am doing the same configuration in Ubuntu 19.10 in Unity DE but it has no effect. It snapps to the sides only and fills half the screen.
I am using unity 7.5.0 with lightdm

but it is very old. I did not try this yet. I also didn't find a whole lot on the internet because 'windows' and 'snap' results in highly irrelevant search results.
I am using dual monitor setup.
