Why is Linux start menu so tricky to edit?

Questions on how to edit the Linux start menu (on various desktops) appear more or less regularly. There are several pieces of software like Alacarte or Menulibre that allow user to do just that, but they are not intuitive and have limitations.
I have a bit different question. I am curious to know why start menu editing in Linux is so tricky at all (at least when compared to changing its Windows counterpart which is easy and straightforward, the way I see it). After all that menu entries are just shortcuts of some sort. I can see no logical reason why manipulating shortcuts should be so hindered and unintuitive.
