apt-get to a different os that isn't even running?

Ok the story goes- I was mucking around with some stuff in apt-get and when I restarted it just dropped to CLI. I figured I could just apt-get the stuff I was screwing with but I had no networking and it complained about not being able to get like 10 repositories.

So now I'm on a live dvd and I can see the drive, it looks fine.

So my question is- can I apt-get and install stuff to the (not running) drive? Essentially like proxy apt-get (for lack of a better term). Because I think if I can do that I can at least get back into the GUI.

I guess really all I'd need to install is network capability to boot to the other drive so it can get the missing repositories. I don't know what packages I'd need to install to get networking to work, but I spose that's a question to post on the Networking forum here unless anyone knows here off the top of their head.

In general can I apt-get to another Ubuntu installed on another drive?
