Help needed: accessing a remote machine with VNC

Hello,

i need to help a friend who has a Windows 10 machine. In this computer, tightvnc.com/download/2.8.27/tightvnc-2.8.27-gpl-setup-64bit.msi was installed, and i am running tightvnc 1.3.10 (downloaded from tightvnc.com/download/1.3.10/tightvnc-1.3.10_x86.zip^1 with wine, in my linux machine).

My friend connection to the internet is through a modem, and a few wifi repeaters until the computer. So, Windows reports the ip of (let's imagine)

192.168.1.3

when we open admin cmd, and a browser which visits duckduckgo.com/html?q=what%20is%20my%20ip reports another IP (which is the IP of the modem to the internet, right?). Let's imagine it is 70.80.90.100

In the Windows 10 machine, the TightVNC was installed and configured with all possible options turned on, and safe passwords. But now, when i ask, using the command

wine vncviewer.exe

, to connect to the server 70.80.90.100 and also to 70.80.90.100:0 or 70.80.90.100:5900, i receive, after some time, the error "cannot connect to server 70.80.90.100". I tried a few times.

Ideas?

^1 This file, which is found on tightvnc.com/download-old.php, should contain more programs than just vncviewer.exe, but it only contains it and a documention folder.
