Debian 9 zfs-fuse does not start Error locking /var/ lock/zfs/zfs_lock

When starting a Debian 9 server, the zfs-fuse domain should be started, which does not work.

The log file says the following:

Mar 5 16:12:58 debian9test zfs-fuse: WARNING: Error locking / var / lock / zfs / zfs_lock. Make sure there isn't another zfs-fuse process running and that you have appropriate permissions.
Mar 5 16:12:58 debian9test zfs-fuse [450]: Starting zfs-fuse: zfs-fuse failed!
The directory /var/lock/zfs/ has not been created. As soon as I start the domain with systemctl start zfs-fuse.service, it works immediately and the directory with the zfs_lock file is created.
