graphic stuttering issue/video playback choppy issue

All right, so I recently fixed my Toshiba Satellite L75D-A7283 back up to use as a backup laptop. I have 8GB RAM and a 500GB HD.

I took the HD out of a Samsung laptop I was using (with Linux Mint 19.3 installed) and put it in the Toshiba. It appears that Linux Mint booted up and works fine with one little issue...

It seems every few seconds, it's like the system has a hiccup. This happens when I am typing on the keyboard, playing back video, etc. I first noticed when I would play back videos in my video editor (Openshot) and also confirmed it playing back a video in VLC too. And I've noticed these little stutters and hiccups as I am typing too (like this message for example). Not sure what happened as I didn't notice these issues when the HD was in the Samsung laptop and its hardware is pretty similar. But there must be something new here that is causing this.

I am almost wondering if it's a graphics issue.latest?d=yIl2AUoC8zA latest?i=UzO0I8opA7I:B8VfBHF9mak:F7zBnMy latest?i=UzO0I8opA7I:B8VfBHF9mak:V_sGLiP latest?d=qj6IDK7rITs latest?i=UzO0I8opA7I:B8VfBHF9mak:gIN9vFwUzO0I8opA7I
