Need help installing Scribus 1.5 on Linux Mint 19.3

Hi, I recently bought a newish laptop from FreeGeek Chicago with Linux Mint preinstalled.
I need to edit MS Publisher, and I read that Scribus 1.5 can open and edit Publisher files.
The default install candidate for the current version of Linux Mint is Scribus 1.4.
I am having a difficult time finding out how to install an upstream, development or unstable version of Scribus on Linux Mint.
Can someone point me to instructions on how to install unstable packages on Linux Mint?
