panel setup

I have always set up my panel with the least used icons on the left and the most used on the right. Now I suddenly find myself unable to move the icons to where I want them. I use Linux Mint 19 with the gnome desktop(if I remember correctly). I've been using Linux for about 13 years or so but I tried every thing I could think of with no success.
