Gnome_Keyring and Seahorse Not Persistent

I've just reconfigured an older machine up to Fedora 30 with XFCE interface. I use the GNOME Evolution e-mail client. That (and other) applications rely on the Gnome_Keyring. Seahorse is the GUI to manage this.

Here is the problem: on initial log in everything is fine. However, over time, either Gnome_Keyring or Seahorse breaks down. I suspect the former but am not certain.

The situation first reveals itself when Evolution keeps insanely asking for passwords over and over again. I've researched this over the past few days and tried everything I can find. What I've localized this to is that Evolution cannot obtain passwords from the Keyring. I can confirm the situation has gone awry by opening Seahorse -- there, the security certificates are visible but the Keyring "login" no longer displays.

I recall facing this several years ago. Back then, the fix was to ensure all GNOME services relating to security are activated in the Session Start settings. I've done this. Interestingly, the only services listed deal with certificates ... I don't see anything like "Certificate and Key Storage (GNOME Keyring: login)" in the list of options.

I have read various ways to reset or restart different daemons, etc. to try to get Gnome_Keyring working again. None of these have worked. What I am left with is rebooting the machine.

This works, but I have to reboot approximately every two hours. Unsatisfactory.

Anyone have any ideas on how to keep the GNOME_Keyring supplying keys stored inside to applications that need them? Or any other ideas on further troubleshooting?
