Desperately need a working OS and unable to install Linuxmint-19.3. Help!

Hi, I am stuck between a rock & a hard place atm. I'm unable to access all of the apps/programs on my Windows 10 os machine, but this also means I am unable to install LinuxMint 19.3 cinnamon, which I'm desperate to do, initially as a dual boot system with windows 10.
I currently have no way to recover my windows 10 system and all of the windows 10 restore options I am unable to access. Although, I can download rufus-3.9 and Universal-USB-Installer, I'm unable to execute them through windows and when I try through command prompt I get the message access denied.
I'm currently studying a BSc and this has rendered my studies impotent. I am on the verge of buying a whole new laptop, but why should I? I bought this one! Which included windows 10, so why should I have to pay for another one?
Sorry if I sound a bit ranty, but I am soo sick of MS (If I could only bill them for the hours of agony I have spent trying to resolve issues with their inferior products$$$!)
Please help if you can, so I can get back to studying to my best ability.
