Query about permissions

Hi guys,
My first question. Please be kind. :)
Help me understand permissions in linux/unix better.
Ball.jpg is owned by user Michael. Michael is in the group 'Bulls'.
Permissions are set to -----xrwx or 017.
The directory the file is in has permissions set to 775.
Are 'Public' permissions the equivalent of 'Everyone' in Windows?
Will the public permissions (rwx) give Michael and the group rxw permissions for Ball.jpg?
