apt-get didn't work in blfs 9.1

i've been installing apt in blfs 9.1 when i type "apt-get" i've get an error
Code:E: unable to determine suitable packaging system typei've used lfs dpkg hint but it's to old and i couldn't get it to work
i have no idea what to do thank in advance
