[SOLVED] issue.net message showing when you start to log in

I inherited a new client & Centos 7 server.
It has this flash on the screen before you even get logged in
Pre-authentication banner message from server:
Where would I go to disable this?
I can't see any reason I would like to tell someone who we are and where we are all of which is in the issue & issue.net file.
