install-new

I am updating my Slackware 14.2 to the latest patch level following this procedure: https://docs.slackware.com/howtos:slackware_admin:systemupgrade?s[]=upgrade
Quote:
(slackpkg install-new) will install every package which is marked in the Slackware ChangeLog.txt file with the string Added." This command will not install any other packages which are not yet installed.
Question:
What is the real meaning and intention of install-new?
- It does install everything what is tagged in ChangeLog as "Added." - clear
- This command will not install any other packages which are not yet installed - not clear

Eg. my system has no gparted installed, nevertheless install-new will install gparted-0.25.0-x86_64-1.

It feels like rather skip install-new when updating system...latest?d=yIl2AUoC8zA latest?i=jSupvS0REGM:jH90XOovHyY:F7zBnMy latest?i=jSupvS0REGM:jH90XOovHyY:V_sGLiP latest?d=qj6IDK7rITs latest?i=jSupvS0REGM:jH90XOovHyY:gIN9vFwjSupvS0REGM
