Seeking Help Updating Libraries

Hello, all. I have a question around a piece of software I would like to install, dependencies it requires, and how to get to the latest versions of libraries.
I am an amateur radio operator. I just rebuilt my old Dell Vostro 3550 with Linux Mint 19.3, to use for my portable operations. I will use it with a portable radio called the KX2, by a company called Elecraft.
Elecraft publishes a Linux version of the utility for this particular radio. The utility is used for such tasks as updating the radio's firmware and managing some of the radio's functionality. It is an essential tool if you own this radio. The utility is only available via download from their site, in a .tar.gz format. I'll get to help with installing that later. For right now, their web site lists the following dependencies for the utility:

- GTK+ 2.8 or later (I read on one of the Linux Mint forums that Mint 19.3 already has GTK+ 3.22. How can I verify?)
- glibc-2.4 - I think I have glibc-2.27-3ubuntu1
- libstdc++.so.6 - How do I confirm?
- cURL - already installed from the repos
- 32-bit compatibility libraries - this seems very vague and I don't even know where to start with this one
- Confirming the version of the libraries I have
- Updating to the correct version to meet this utility's dependencies
