This week, under mounting scrutiny and political pressure, New York Gov. Andrew Cuomo announced an outright reversal of the policy that forces nursing homes to admit COVID-19-infected patients.

What prompted the 180? One might suggest that Cuomo reversed course when he saw the results of the policy. But this doesn't appear to be the case.
