Date and Time sync -- Dual Language

Hi I'm brand new to Bodhi and Linux.
I can't seem to find the setting to sync Date and Time with NTP, the instructions on the Bodhi website seem to be for an earler version; I'm running 5.1.0.
I also ran the apt-get command for NTP it seemed to download and install but I can't find the NTP settings anywhere.

I would also like to use two languages; English and Hebrew and switch between them like I can in Windows. Is this possible?
