click & move imported pictures in a graphical document

Is there a software that allows:
1. importing pictures
2. moving the imported pictures around the graphical document by simple mouse "click & move" actions.
If it can be done just as quickly as in the above example in GIMP, it would be fine! In the case of different software, a lesser dependencies number is welcome.
