emergency mode asks for the root password

Hello,
when booted into single/emergency mode (fedora 30) i'm asked to enter the root password for maintenance mode or ctrl-D to continue.
ctrl-D loads into init5...
2 questions:
a. why am i asked to enter root pass in the rescue/single user mode?
b. how to bypass the authentication?
