The Skeleton Package

What is a skeleton package?
I looked at the description of the base system package and it states:
basesystem - The skeleton package which defines a simple Mageia Linux system
Also:
Basesystem defines the components of a basic Mageia Linux system (for
example, the package installation order to use during bootstrapping).
Basesystem should be the first package installed on a system, and it
should never be removed.

I have extracted the RPM and there isn't anything inside. I couldn't find any documentation on what a 'skeleton file' is and how it works.
Any help would be greatly appreciated.
