Xfce desktop right click application menu - How does it work

Hello everyone, it'd been a while...
I'm trying to figure what happens when a user clicks on the desktop in Xfce and calls up the application menu.
Is it a routine a user can access, or hard coded into Xfce,
Searches have come up empty.
