[GNOME] Cannot change user icon in gnome-control-centre - selection choice missing

I have a Devuan Beowulf installation with Gnome-3.32.

If I try changing the icon for users in Gnome-control-centre>users, then the dialog opens but with "open" grayed out. Where to look at?

May be related, nautilus file manager is not showing file previews despite it's enabled in settings.
