A question about cpu frequencies

I have a laptop that runs AntiX and it has conky on the desktop. One of the things that conky shows is the cpu frequency, which seems to vary a lot. The maximum figure is 1600 (I assume MHz), but it is often lower.
How does this relate to the clock speed that you see in cpuinfo, which is clearly a constant? I understand that the tick rate of the cpu is the zeitgeber for the system clock, so presumably this has to be kept constant. I've tried googling but I don't understand the results. Sometimes they say clock rate and sometimes they say cpu frequency, but they don't say how the two relate.
