Bitcoin-Core on Linux makes connection to: 178.4.77.127:9051, why?

Hello,
I installed Bitcoin-Core V.0.20.99 form source code on Ubuntu 19.10. I setup Bitcoin-Core to connect over The Onion Network (TOR) to the Internet.
I have TOR already running on my system, i setup Bitcoin-Core to use TOR on the localhost (127.0.0.1:9051 [Proxy]).
Now... Bitcoin-Core is making a control connection to on this IP:
Code:127.0.0.1:55492 (??) --> 178.4.77.127:9051 bitcoin-q (CONTROL)on port 9051. The port 9051 is usually used to control TOR with a remote control program like NYX

The strange thing is that Bitcoin-core uses my local TOR to connect to this IP.

I checkt out the IP on whois and got this information:

My question is, why is Bitcoin-core connecting this IP:178.4.77.127:9051 ?
Bitcoin-core is probably connecting to an onion router, looks like Bitcoin-core have a build-in remote control program like NYX).
