Recent lubuntu 20.04 lts install very slow booting.

With time on my hands I've recently brought all my Linux OS to either Lubuntu 18.04LTS or Lubuntu 20.04 LTS.
On a Toshiba T130 SU4100CPU with 6G ram and an SSD 20.04 works just fine. Yet on a HP elitebook 8470p (i5 3340) with 8g ram it takes about 3 minutes to boot.
These were all clean installs and on the i5 machine I have triple boot (Win7 + 2x Lubuntu20.04) Both of the Lubuntu 20.04 installs are slow on the i5 machine. I hit left/right arrow to watch the boot and it doesn't seem to stick on any one thing ... just EVERYTHING goes slow. The machine behaves fine once booted. I thought it might be the HDD but Win7 boots fine.
I have lubuntu 18.04lts running on a really old Toshiba L300 t1600 pentium chip - 4g ram and that still boots about 3-4 times quicker (apart from when it begins running gitlabs).
